NOTICE: Pursuant to Lake Forest Municipal Code Section 2.04.010, Regular Meetings of the City Council are held the First and Third Tuesday of each month at the hour of 5:30 p.m. for Closed Session matters, if required. The Public Session of the meeting shall commence at 6:30 p.m. or as soon thereafter as possible. Special Meeting times may be held at a different time and date as listed on the Agenda.

AGENDA DOCUMENT REVIEW: The Agenda and staff reports are available on the Internet at
www.lakeforestca.gov and at the City Clerk’s Office, 100 Civic Center Drive, Lake Forest, California, on the Friday before the meeting on Tuesday.

AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice to members of the public of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.


AGENDA ON SOCIAL MEDIA: This meeting will be streamed through Facebook Live. Comments will not be taken via Facebook Live. To ensure that the City Council receives your comments, you may submit written comments or voicemail messages to the City Clerk prior to the meeting.  The City provides the Facebook Live stream as an additional service to the public.  However, the City cannot guarantee that its network and/or the site will be uninterrupted.  The City is not responsible for any interrupted service.  

SPECIAL NOTICE REGARDING PUBLIC PARTICIPATION AND COMMENT DURING CORONAVIRUS (COVID-19) PANDEMIC:

EXECUTIVE ORDER
: On March 4, 2020, Governor Newsom proclaimed a State Emergency in California as a result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows a local legislative body to hold public meetings via teleconferencing and to make public meetings accessible electronically to all members of the public seeking to observe and address the local legislative body. Pursuant to Executive Order N-29-20, please be advised that the City of Lake Forest City Council may participate at meetings by teleconference.

PUBLIC PARTICIPATION:  Pursuant to Executive Order N-29-20 and given the current health concerns, members of the public can access meetings live on our website. The City Council Chambers will be closed to the public.

PUBLIC COMMENT PRIOR TO THE MEETING: Members of the public may submit e-comments to council@lakeforestca.gov or a voicemail message by calling (949) 461-3455. E-comments will not be read at the meeting. Voicemail messages will be played at the meeting and will be limited to three minutes, per speaker. To ensure staff reviews all comments prior to the City Council meeting, please submit email or voicemail comments no later than 5:00 p.m. the day of the meeting. Email comments received after said time will be uploaded to the agenda packet and made part of the official public record of the meeting.

ADOPTION OF ORDINANCE NO. 342 RELATED TO CITY-INITIATED AMENDMENTS TO SECTIONS 9.08.010(E), 9.144.080(C), and 9.112.110 OF TITLE 9 OF THE LAKE FOREST MUNICIPAL CODE
 
RECOMMENDED ACTION: 1, Conduct Second Reading of Ordinance No. 342 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING SECTIONS 9.08.010(E), 9.144.080(C) AND 9.112.110 OF TITLE 9 OF THE LAKE FOREST MUNICIPAL CODE TO: (a) ADD A 16-FOOT HEIGHT LIMIT FOR DETACHED ACCESSORY STRUCTURES LOCATED OUTSIDE OF REQUIRED SETBACK AREAS; AND (b) UPDATE LISTS OF EXISTING PLANNED COMMUNITIES; AND DETERMINING THE ORDINANCE TO BE EXEMPT FROM CEQA 2. Adopt Ordinance No. 342.

ADOPTION OF ORDINANCE NO. 343 AMENDING SECTION 9.146.050 OF THE LAKE FOREST MUNICIPAL CODE RELATED TO ACCESSORY DWELLING UNITS
 
RECOMMENDED ACTION: 1, Conduct Second Reading of Ordinance No. 343 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING SECTION 9.146.050 OF THE LAKE FOREST MUNICIPAL CODE RELATING TO ACCESSORY DWELLING UNITS AND DETERMINING THE ORDINANCE TO BE EXEMPT FROM CEQA. 2. Adopt Ordinance No. 343.

ADOPTION OF ORDINANCE NO. 344 AMENDING CHAPTER 5.42 OF THE LAKE FOREST MUNICIPAL CODE RELATED TO MARIJUANA TESTING LABS
 
RECOMMENDED ACTION: 1, Conduct Second Reading of Ordinance No. 344 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING LAKE FOREST MUNICIPAL CODE SECTIONS 5.42.090 AND 5.42.100 RELATED TO MARIJUANA TESTING LABS. 2. Adopt Ordinance No. 344.

CONSIDERATION OF APPOINTMENTS TO CITY COMMISSIONS

RECOMMENDED ACTION: SELECT FROM THE FOLLOWING: Council Member Cirbo make one (1) Appointment to the Planning Commission, one (1) Appointment to the Traffic and Parking Commission and one (1) Appointment to the Community Services Commission, Mayor Pro Tem Pequeño make one (1) Appointment to the Planning Commission, one (1) Appointment to the Traffic and Parking Commission and one (1) Appointment to the Community Services Commission, Mayor Voigts make one (1) Appointment to the Traffic and Parking Commission, OR EXTEND the application deadline to allow additional time for residents to apply to serve on a Commission.

COMMUNITY CHOICE AGGREGATION

RECOMMENDED ACTION: Receive a presentation from President of MRW & Associates; and Direct staff on further action regarding Community Choice Aggregation; and Direct staff to submit requests for clarification to the Orange County Power Authority Board of Directors as deemed appropriate by the City Council.

At this time, the City Manager may comment on agenda and non-agenda items; and report on items of interest to the City Council and community.

At this time, City Council Members may comment on agenda or non-agenda matters. No discussion may take place on any item not appearing on the posted agenda. Council Members may ask a question for clarification, respond to statements made or questions posed by the public, make a brief announcement, or make a brief report on his or her own activities. In addition, the City Council may refer to staff or other resources for factual information, request staff to report back at a subsequent meeting or direct staff to place a matter of business on a future agenda. No action may be taken on non-agenda matters unless authorized by law (Government Code Section 54954.2).
