NOTICE: Pursuant to Lake Forest Municipal Code Section 2.04.010, Regular Meetings of the City Council are held the First and Third Tuesday of each month at the hour of 5:30 p.m. for Closed Session matters, if required. The Public Session of the meeting shall commence at 6:30 p.m. or as soon thereafter as possible.

AGENDA ON THE INTERNET: The Agenda is available through the Internet at www.lakeforestca.gov. You can access the document on the Friday before the meeting on Tuesday. A brief summary of the actions taken at the meeting will be posted on the Internet the Wednesday following the meeting.

The listed Recommended Action represents staff’s recommendation. The City Council may take any action which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.

RECOGNITION OF SHOP AND DINE LAKE FOREST MONTH SPONSORS AND TASTE OF LAKE FOREST WINNERS

RECOMMENDED ACTION: Recognize the sponsors of the 2019 Shop and Dine Month, the Lake Forest Chamber of Commerce, and the restaurants selected by the community as the 2019 Taste of Lake Forest winners.

 

5.

COMMUNITY EMERGENCY RESPONSE TEAM PROGRAM

RECOMMENDED ACTION: Approve and present Certificates of Completion to the graduates of the Community Emergency Response Team Program.

 

6.

INTRODUCTION OF JUSTIN KIRK, STREET MAINTENANCE INSPECTOR

RECOMMENDED ACTION: Receive a presentation from staff introducing Justin Kirk, as Street Maintenance Inspector in the Public Works Department.

 

PUBLIC COMMENTS: 

At this time, members of the public may address the City Council regarding any items within the subject matter jurisdiction of the City Council. No action may be taken on items not listed on the agenda unless authorized by law. Comments shall be limited to three minutes per person and an overall time limit of thirty minutes for the Public Comments portion of the agenda.

Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a "Request to Speak" form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council.

Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Additionally, a "Request to Register Written Comments" form is available at the Agenda Public Review Counter.

SUPPLEMENTAL BUDGET APPROPRIATION FOR DECOMMISSIONING SERVICES

RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING THE OPERATING BUDGET FOR FISCAL YEAR 2019-20.


 

12.

CONTRACT CHANGE ORDER NO. 4 FOR HABITAT RESTORATION SCIENCES, INC. FOR CONSTRUCTION OF SERRANO SUMMIT / CIVIC CENTER HILLSIDE AND MITIGATION LANDSCAPE PROJECT AND CORRESPONDING BUDGET ADJUSTMENT

RECOMMENDED ACTION: 1. Authorize the City Manager to approve Contract Change Order No. 4 for Habitat Restoration Sciences, Inc. for the Serrano Summit / Civic Center Hillside and Mitigation Landscape Project (PW 2015.30) 2. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING THE CAPITAL IMPROVEMENT PROJECTS BUDGET FOR 2019-2021.

COASTKEEPERS SETTLEMENT AGREEMENT

RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING THE OPERATING BUDGET FOR FISCAL YEAR 2019-20.


 

14.

APPROVAL OF QUITCLAIM DEED TO LENNAR HOMES OF CALIFORNIA, INC., A CALIFORNIA LIMITED CORPORATION

RECOMMENDED ACTION: Approve the Quitclaim Deed to Lennar Homes of California, Inc., a California Limited Corporation Authorize the City Manager to execute the Quitclaim Deed on behalf of the City.


 

15.

APPROVAL OF COPIER LEASE AND MANAGED PRINT SERVICES CONTRACTS

RECOMMENDED ACTION: 1. Award a contract in the amount of $15,120 to Konica Minolta Business Solutions for Managed Print Services. 2. Award a contract in the amount of $60,685.68 to Konica Minolta Business Solutions for copier leases. 3. Authorize the Mayor to sign, and the City Clerk to attest, the award of contracts to Konica Minolta Business Solutions substantially in the forms attached.

Public Hearings are scheduled for a time certain of 6:30 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. 16.

AN ORDINANCE AMENDING TITLE 8, CHAPTER 8.70, REGARDING FLOOD DAMAGE PREVENTION AND FLOODPLAIN MANAGEMENT

RECOMMENDED ACTION: Introduce for first reading an Ordinance entitled AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING CHAPTER 8.70 OF TITLE 8 OF THE LAKE FOREST MUNICIPAL CODE TO COMPLY WITH NATIONAL FLOOD INSURANCE PROGRAM REGULATIONS regarding Flood Damage Prevention and Floodplain Management to ensure compliance with updated National Flood Insurance Program ("NFIP") regulations.

ADOPTION OF THE 2019 CALIFORNIA BUILDING STANDARDS CODE

RECOMMENDED ACTION: 1. Introduce for first reading an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST CALIFORNIA, AMENDING CHAPTERS 8.02, 8.04, 8.06, 8.12, 8.14, 8.16, 8.18, 8.20, 8.22, 8.24, AND 8.26 OF TITLE 8 OF THE CITY OF LAKE FOREST MUNICIPAL CODE AND ADOPTING BY REFERENCE THE 2019 EDITION OF THE CALIFORNIA BUILDING STANDARDS CODE (CALIFORNIA CODE OF REGULATIONS, TITLE 24), consistING of THE 2019 CALIFORNIA BUILDING CODE, THE 2019 CALIFORNIA RESIDENTIAL CODE, THE 2019 california electrical code, THE 2019 california mechanical code, THE 2019 california plumbing code, AND THE 2019 CALIFORNIA FIRE CODE; THE 1997 EDITION OF THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS; THE 1997 EDITION OF THE UNIFORM HOUSING CODE; AND THE 1997 EDITION OF THE UNIFORM SIGN CODE, TOGETHER WITH CERTAIN ADDITIONS, AMENDMENTS AND DELETIONS; and 2. Direct staff to schedule a December 3, 2019 public hearing to adopt the Ordinance identified in Recommended Action 1, including provision of the appropriate public hearing notices.
