NOTICE: Pursuant to Lake Forest Municipal Code Section 2.04.010, Regular Meetings of the Planning Commission are held the Thursday following the first City Council meeting of each month at the hour of 6:30 p.m.

AGENDA ON THE INTERNET: The Agenda is available through the Internet at www.lakeforestca.gov. You can access the document on the Friday before the meeting on Thursday. 

AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice to members of the public of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The Planning Commission may take any action which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.


SPECIAL NOTICE REGARDING PUBLIC PARTICIPATION AND COMMENT DURING CORONAVIRUS (COVID-19) PANDEMIC:

EXECUTIVE ORDER: On March 4, 2020, Governor Newsom proclaimed a State Emergency in California as a result of the threat of COVID-19. On March 17, 2020 Governor Newsom issued Executive Order N-29-20, which allows a local legislative body to hold public meetings via teleconferencing and to make public meetings accessible electronically to all members of the public seeking to observe and address the local legislative body. Pursuant to Executive Order N-29-20, please be advised that the City of Lake Forest Planning Commission may participate in meetings by teleconference.

PUBLIC PARTICIPATION:  Pursuant to Executive Order N-29-20 and given the current health concerns, members of the public can access meetings live on our website. The City Council Chambers will be closed to the public.

PUBLIC COMMENT: Members of the public may submit e-comments to [email protected]  or a voicemail message by calling (949) 461-3456. E-comments will not be read at the meeting.  If leaving a voicemail message, please indicate if it is a general public comment (must be in the subject matter jurisdiction or official business of the City of Lake Forest) or on an agenda item and indicate the number. Voicemail messages will be played at the meeting and will be limited to three minutes, per item. To ensure staff reviews all comments prior to the Planning Commission meeting, please submit email or voicemail comments by 5:00 p.m. the day of the meeting. Comments received after said time will be uploaded to the agenda packet and made part of the official public record of the meeting.

APPROVAL OF THE MINUTES OF THE PLANNING COMMISSION MEETING OF JULY 9, 2020

RECOMMENDED ACTION: Approve as Submitted.
 

 

PUBLIC HEARING(S):
 
Public Hearings are scheduled for a time certain of 6:30 p.m. or as soon thereafter as possible. Planning Commission, when considering the matter scheduled for hearing, will take the following actions: 1. Open the Public Hearing. 2. Receive staff report. 3. Accept public testimony. 4. Planning Commission comments and questions. 5. Take appropriate action. Please refer to process noted under Public Comment on the submission of comments during the Coronavirus pandemic.

USE PERMIT 11-19-5315, PLANNED SIGN PROGRAM 05-20-5354, AND PLANNED SIGN PROGRAM 11-19-5316 FOR THE CONSTRUCTION OF A NEW DRIVE-THROUGH CAR WASH WITH SELF-SERVICE VACUUM STALLS, AND RELATED SIGNAGE LOCATED AT 21781 LAKE FOREST DRIVE IN THE HERITAGE HILL PLAZA SHOPPING CENTER

RECOMMENDED ACTION: Adopt the following resolutions entitled: 1. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE FOREST, CALIFORNIA, DENYING USE PERMIT 11-19-5315 FOR THE CONSTRUCTION OF A NEW DRIVE-THROUGH CAR WASH WITH SELF-SERVICE VACUUM STALLS LOCATED AT 21781 LAKE FOREST DRIVE IN THE HERITAGE HILL PLAZA SHOPPING CENTER 2. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE FOREST, CALIFORNIA, DENYING PLANNED SIGN PROGRAM PSP 05-20-5354 FOR DRIVE-THROUGH SIGNAGE FOR A NEW CAR WASH LOCATED AT 21781 LAKE FOREST DRIVE 3. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE FOREST, CALIFORNIA, DENYING PLANNED SIGN PROGRAM 11-19-5316, AN AMENDMENT TO PLANNED SIGN PROGRAM 06-17-5045, FOR THE HERITAGE HILL PLAZA SHOPPING CENTER

Use Permit 06-20-5360 to establish a 3,200 sq.-ft. member-only group fitness training facility (Train-X Wellness Center) at 21088 Bake Parkway, Unit 108. The facility would provide fitness instruction, preventative care and chiropractic care.

RECOMMENDED ACTION: 1. Approve a categorical exemption for Use Permit 06-20-5360, pursuant to CEQA Guidelines Section 15301, Class 1 - Existing Facilities, and direct the Director of Community Development to prepare and file with Clerk of the County of Orange a Notice of Exemption pursuant to Public Resources Code Sec. 21152(b) and CEQA Guidelines Sec. 15602. 2. Adopt a resolution entitled: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE FOREST, CALIFORNIA APPROVING USE PERMIT 06-20-5360 TO OPERATE A 3,200 SQ.-FT. MEMBER-ONLY GROUP FITNESS-TRAINING FACILITY (TRAIN-X WELLNESS CENTER) IN AN EXISTING COMMERCIAL TENANT SPACE AT 21088 BAKE PARKWAY, UNIT 108, LAKE FOREST, CALIFORNIA.
