NOTICE: Pursuant to Lake Forest Municipal Code Section 2.04.010, Regular Meetings of the City Council are held the First and Third Tuesday of each month at the hour of 5:30 p.m. for Closed Session matters, if required. The Public Session of the meeting shall commence at 6:30 p.m. or as soon thereafter as possible. Special Meeting times may be held at a different time and date as listed on the Agenda.

AGENDA ON THE INTERNET: The Agenda and staff reports are available through the Internet at www.lakeforestca.gov and at City Council Chamber, 100 Civic Center Drive, Lake Forest, California, on the Friday before the meeting on Tuesday.

AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice to members of the public of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.

AGENDA ON SOCIAL MEDIA: This meeting will be streamed through Facebook Live. Comments will not be taken via Facebook Live. To ensure that the City Council receives your comments, you may attend the meeting in-person or submit written comments to the City Clerk prior to the meeting.  The City provides the Facebook Live stream as an additional service to the public.  However, the City cannot guarantee that its network and/or the site will be uninterrupted.  The City is not responsible for any interrupted service.  


SPECIAL NOTICE REGARDING PUBLIC PARTICIPATION AND COMMENT DURING CORONAVIRUS (COVID-19) PANDEMIC:

EXECUTIVE ORDER: On March 4, 2020, Governor Newsom proclaimed a State Emergency in California as a result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows a local legislative body to hold public meetings via teleconferencing and to make public meetings accessible electronically to all members of the public seeking to observe and address the local legislative body. Pursuant to Executive Order N-29-20, please be advised that the City of Lake Forest City Council may participate at meetings by teleconference.

PUBLIC PARTICIPATION: Pursuant to Executive Order N-29-20 and given the current health concerns, members of the public can access meeting live or on our website at
www.lakeforestca.gov or provide public comment as provided below. The City Council meeting will be open the public with socially distant seating in the City Council Chambers. 

PUBLIC COMMENT PRIOR TO THE MEETING: Members of the public may submit e-comments to
council@lakeforestca.gov. E-comments will not be read at the meeting. To ensure staff receives all comments prior to the City Council meeting, please submit email comments no later than 5:00 p.m. the day of the meeting. Email comments received will be uploaded to the agenda packet and made part of the official public record of the meeting.

PUBLIC COMMENT AT THE MEETING: Members of the public may provide in-person, verbal comments for any item on the agenda or any matter within the subject matter jurisdiction of the legislative body. Those wishing to provide such comments will be asked to fill out a speaker card.

CLOSED SESSION PUBLIC COMMENT:

At this time, members of the public may address the City Council regarding any items listed on the Closed Session agenda.  No action may be taken on items not listed on the agenda unless authorized by law.  Comments shall be limited to three minutes per person.
Any person wishing to address the City Council on a Closed Session matter is requested to complete a "Request to Speak" form available at the door.  The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council.
Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally.

MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL HELD ON SEPTEMBER 15, 2020

RECOMMENDED ACTION: Approve as submitted.

CERTIFICATION OF WARRANT REGISTER

RECOMMENDED ACTION: Approve the warrant register in the amount of $3,306,453.73 as submitted.

CITY MANAGER'S QUARTERLY REPORT

8.

ACCEPTANCE OF SHEA HOMES IMPROVEMENTS AND RELEASE OF BONDS FOR TRACT 17543 AND TRACT 17544, SUBMITTED BY PUBLIC WORKS

RECOMMENDED ACTION: 1. Accept as complete the public improvements and monumentation constructed by Shea Homes, LP, a California Limited Partnership for Tract 17543 and Tract 17544. 2. Authorize the City Clerk to release the Subdivision Improvement Faithful Performance and Subdivision Improvement Labor and Materials Bonds, both in the amount of $756,153 for Tracts 17543 and Tract 17544, and the Subdivision Improvement Monumentation Bonds for Tract 17543 in the amount of $48,000 and for Tract 17544 in the amount of $22,000. 3. Authorize the City Clerk to release the Subdivision Improvement Warranty Bond in the amount of $75,615.30 one year after acceptance of the public improvements for Tract 17543 and Tract 17544 with concurrence of the Director of Public Works/City Engineer.
 

9.

AWARD OF CONTRACT FOR PARK LIGHT POLE REPLACEMENT PROJECT (PW 2019.16)

RECOMMENDED ACTION: Approve contract documents for construction of Park Light Pole Replacement Project (PW 2019-15A); Award a contract in the amount of $212,531.62 to Clear Blue Energy Corp; Reject all other bids received and authorize return of bid bonds upon receipt of the executed contract documents from Clear Blue Energy Corp; Authorize the Mayor to sign, and the City Clerk to attest the contract with Clear Blue Energy Corp.
 

10.

2020 Orange County Operational Area Agreement of the County of Orange and Political Subdivisions

RECOMMENDED ACTION: Authorize the Mayor to sign and the City Clerk to attest to the 2020 Orange County Operational Area Agreement of the County of Orange and Political Subdivisions.
 

11.

AMENDMENT TO CLASSIFICATION PLAN AND COMPENSATION SCHEDULE FOR FISCAL YEAR 2020-2021.

RECOMMENDED ACTION: ADOPT ARESOLUTION EFFECTIVE OCTOBER 6, 2020 ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, ADOPTING A REVISED CLASSIFICATION PLAN AND COMPENSATION SCHEDULE. ADOPT A RESOLUTION EFFECTIVE JANUARY 1, 2021 ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, ADOPTING A REVISED CLASSIFICATION PLAN AND COMPENSATION SCHEDULE.
 

12.

AWARD CONTRACT FOR PAVEMENT MANAGEMENT PLAN SERVICES

RECOMMENDED ACTION: Award a contract in the amount of $150,000 to IMS Infrastructure Management Services, LLC for Pavement Management Plan Services. Authorize the Mayor to sign, and the City Clerk to attest to, the agreements, substantially in the form attached. Authorize the City Manager to approve change orders up to ten percent of the contract amount.
 

13.

ADOPTION OF ORDINANCE NO. 338 RELATED TO USE OF CIVIC CENTER AND ITS RELATED FACILITIES AT NIGHT

RECOMMENDED ACTION: 1. Conduct Second Reading of Ordinance No. 338 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA ADDING CHAPTER 13.28 TO TITLE 13 OF THE LAKE FOREST MUNICIPAL CODE REGARDING USE OF CIVIC CENTER AND ITS RELATED FACILITIES AT NIGHT; 2. Adopt Ordinance No. 338.
 

14.

ADOPTION OF ORDINANCE NO. 339 RELATED TO ESTABLISHING THE DEFINITION OF THE DIRECTOR OF COMMUNITY SERVICES

RECOMMENDED ACTION: 1. Conduct Second Reading of Ordinance No. 339 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING SECTION 13.04.010 OF TITLE 13 OF THE LAKE FOREST MUNICIPAL CODE TO ADD A DEFINITION FOR DIRECTOR OF COMMUNITY SERVICES AND DETERMINING THE ORDINANCE TO BE EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT; 2. Adopt Ordinance No. 339.

16.

DISCUSSION OF PROPOSITIONS ON THE UPCOMING NOVEMBER THIRD BALLOT

RECOMMENDED ACTION: Exercise City Council discretion regarding adoption of positions relative to the propositions on the upcoming November 3, 2020 ballot.

At this time, the City Manager may comment on agenda and non-agenda items; and report on items of interest to the City Council and community.

At this time, City Council Members may comment on agenda or non-agenda matters. No discussion may take place on any item not appearing on the posted agenda. Council Members may ask a question for clarification, respond to statements made or questions posed by the public, make a brief announcement, or make a brief report on his or her own activities. In addition, the City Council may refer to staff or other resources for factual information, request staff to report back at a subsequent meeting or direct staff to place a matter of business on a future agenda.
