NOTICE: Pursuant to Lake Forest Municipal Code Section 2.04.010, Regular Meetings of the City Council are held the First and Third Tuesday of each month at the hour of 5:30 p.m. for Closed Session matters, if required. The Public Session of the meeting shall commence at 6:30 p.m. or as soon thereafter as possible. Special Meetings are held on date and time specified on the Agenda and must be posted at least 24-hours in advance.

AGENDA ON THE INTERNET: The Agenda is available through the Internet at www.lakeforestca.gov. You can access the document on the Friday before the meeting on Tuesday, for Regular meetings. A brief summary of the actions taken at the meeting will be posted on the Internet the Wednesday following the meeting.

AGENDA DOCUMENT REVIEW: The full packet Agenda including all back up information is available at City Council Chamber, 100 Civic Center Drive, Lake Forest, California, on the Friday prior to the Tuesday meeting and also posted on the City’s website.

AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice to members of the public of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.

AGENDA ON SOCIAL MEDIA:
This meeting will be streamed through Facebook Live. Comments submitted via Facebook Live must be submitted according to the directions located on the site. The City provides the Facebook Live stream as an additional service to the public.  However, the City cannot guarantee that its network and/or the site will be uninterrupted.  The City is not responsible for any interrupted service.  To ensure that the City Council receives your comments, you may attend the meeting in-person or submit written comments to the City Clerk prior to the meeting.

SPECIAL NOTICE REGARDING PUBLIC PARTICIPATION AND COMMENT DURING CORONAVIRUS (COVID-19) PANDEMIC

EXECUTIVE ORDER: On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows a local legislative body to hold public meetings via teleconferencing and to make public meetings accessible electronically to all members of the public seeking to observe and to address the local legislative body. Pursuant to Executive Order N-29-20, please be advised that the Lake Forest City Council may participate in meetings by teleconference.
PUBLIC PARTICIPATION AND PUBLIC COMMENT: Given the current health concerns, members of the public are encouraged to wear face coverings and maintain social distancing, if attending the meeting.  The public may access the meeting live on our website at https://www.lakeforestca.gov/129/Agendas or through Facebook Live.  If you would like to submit a comment for City Council consideration please submit to [email protected]. by 5:00 p.m. the day of the meeting.  E-comments will not be read into the record, but will be included in the Minutes.

FISCAL YEAR 2020-21 BUDGET WORKSHOP

RECOMMENDED ACTION: 1. Conduct the Workshop on Fiscal Year 2020-21 Proposed Operating Budgets for the City and Housing Authority 2. Review, revise, or provide other direction to finalize the proposed budgets.

AMENDMENTS TO THE PURCHASING AND CONTRACTING GUIDELINES CONCERNING APPROVAL OF AMENDMENTS AND CHANGE ORDERS TO COMPENSATION AND SCOPE OF CONTRACTS

RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST TO AMEND THE PURCHASING AND CONTRACTING GUIDELINES CONCERNING APPROVAL OF AMENDMENTS AND CHANGE ORDERS TO COMPENSATION AND SCOPE OF CONTRACTS

PROCEDURAL, POLICY, AND LEGAL CONSIDERATIONS REGARDING POSSIBLE DEVELOPMENT OF NORMANDALE PARK SITE

RECOMMENDED ACTION: Exercise City Council discretion to provide direction regarding the future use of the Normandale Park site.
