NOTICE: Pursuant to Lake Forest Municipal Code Section 2.04.010, Regular Meetings of the City Council are held the First and Third Tuesday of each month at the hour of 5:30 p.m. for Closed Session matters, if required. The Public Session of the meeting shall commence at 6:30 p.m. or as soon thereafter as possible. Special Meeting times may be held at a different time and date as listed on the Agenda.

AGENDA DOCUMENT REVIEW: The Agenda and staff reports are available on the Internet at https://www.lakeforestca.gov/en/government/meeting-agendas-and-minutes/meeting-agendas and at the City Clerk’s Office, 100 Civic Center Drive, Lake Forest, California, on the Friday before the meeting on Tuesday.

AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice to members of the public of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.

AGENDA ON SOCIAL MEDIA: This meeting will be streamed through Facebook Live. Comments will not be taken via Facebook Live. The City provides the Facebook Live stream as an additional service to the public. However, the City cannot guarantee that its network and/or the site will be uninterrupted. PUBLIC COMMENT PRIOR TO THE MEETING: Members of the public may submit email comments to [email protected]. Email comments will be uploaded to the agenda packet and made part of the official public record of the meeting and will not be read at the meeting. To ensure staff reviews all comments prior to the City Council meeting, please submit email comments no later than 5:00 p.m. the day of the meeting.

CLOSED SESSION PUBLIC COMMENT: 
CLOSED SESSION:  At this time, the City Council may recess to Closed Session for conference with Legal Counsel to discuss the items listed below pursuant to Government Code requirements.  Any items not concluded by 6:30 p.m. may be continued to the end of the Public Session. At this time, members of the public may address the City Council regarding any items listed on the Closed Session agenda.  No action may be taken on items not listed on the agenda unless authorized by law.  Comments shall be limited to three minutes per item. Any person wishing to address the City Council on a Closed Session matter is requested to complete a "Request to Speak" form available at agenda public review table near the entrance. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally.

RECOMMENDED ACTION: Approve as submitted.

CERTIFICATION OF WARRANT REGISTER

RECOMMENDED ACTION: Approve the warrant register in the amount of $10,257,078.75.

AWARD OF CONTRACT FOR BANKING SERVICES

RECOMMENDED ACTION: 1. Approve the selection of U.S. Bank National Association to provide banking services; and 2. Authorize the Mayor to sign, and the City Clerk attest, the Agreement with U.S. Bank National Association.

SECOND READING AND ADOPTION OF CITY-INITIATED ORDINANCES TO AMEND TITLES 5 AND 9 OF THE LAKE FOREST MUNICIPAL CODE TO ADDRESS LOW BARRIER NAVIGATION CENTERS, TRANSITIONAL AND SUPPORTIVE HOUSING, STREAMLINED REVIEW OF ELIGIBLE PROJECTS, EMPLOYEE HOUSING, EMERGENCY SHELTER PARKING, AND RESIDENTIAL CARE FACILITIES AND FINDING THE ACTIONS TO BE EXEMPT FROM CEQA UNDER STATE CEQA GUIDELINES SECTIONS 15060(C)(1) AND 15061(B)(3)

RECOMMENDED ACTION: 1. Conduct Second Reading of and Adopt Ordinance No. 363 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING TITLE 9 OF THE LAKE FOREST MUNICIPAL CODE TO ADDRESS LOW BARRIER NAVIGATION CENTERS, TRANSITIONAL AND SUPPORTIVE HOUSING, STREAMLINED REVIEW OF ELIGIBLE PROJECTS, EMPLOYEE HOUSING, EMERGENCY SHELTER PARKING, AND RESIDENTIAL CARE FACILITIES AND FINDING THE ACTION TO BE EXEMPT FROM CEQA UNDER STATE CEQA GUIDELINES SECTIONS 15060(c)(1) AND 15061(b)(3). 2. 8.

MASTER SERVICES AGREEMENT WITH FLOCK GROUP, INC.

RECOMMENDED ACTION: 1. Approve the Master Services Agreement with Flock Group, Inc, for automatic license plate reader cameras. 2. Authorize the City Manager to sign, and the City Clerk to attest, the Master Services Agreement, substantially in the form attached.
 

9.

AWARD OF CONTRACT FOR STREET SWEEPING MAINTENANCE SERVICES

RECOMMENDED ACTION: 1. Award an Agreement for Maintenance Services in the amount of $2,226,015 to Athens Services for Street Sweeping Maintenance Services. 2. Authorize the Mayor to sign, and the City Clerk to attest, the award of contract to Athens Services, Inc., substantially in the form attached.
 

10.

SECOND AMENDMENT TO THE AGREEMENT WITH ALL CITY MANAGEMENT SERVICES, INC.

RECOMMENDED ACTION: 1. Approve the Second Amendment to the Professional Services Agreement with All City Management Services, Inc. 2. Authorize the Mayor to sign, and the City Clerk to attest, the Second Amendment to the Professional Services Agreement substantially, in the form attached.

11.

2023-2025 OPERATING BUDGET AND 2023-2030 MASTER FINANCIAL PLAN AND FINANCIAL FORECAST

RECOMMENDED ACTION: Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, APPROVING A BUDGET FOR 2023-2025; APPROPRIATING FUNDS FOR FISCAL YEAR 2023-24 ONLY AND AUTHORIZING CERTAIN ACTIONS WITH APPROPRIATIONS; AND ADOPTING ALL OF THE FOLLOWING: THE UPDATE TO THE 2021-2022 THROUGH 2027-28 STRATEGIC BUSINESS PLAN, THE 2023-2030 CAPITAL IMPROVEMENT PLAN, THE 2023 GENERAL FUND RESERVE RISK ANALYSIS, AND THE 2023-2030 MASTER FINANCIAL PLAN AND FINANCIAL FORECAST

CALIFORNIA CONSITUTION ARTICLE XIIIB APPROPRIATIONS LIMIT

RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, APPROVING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 2023-24 IN THE AMOUNT OF $160,113,982.
 

14.

CLASSIFICATION PLAN AND COMPENSATION SCHEDULE FOR FISCAL YEAR 2023-24

RECOMMENDED ACTION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, ADOPTING A REVISED CLASSIFICATION PLAN AND COMPENSATION SCHEDULE
 

15.

ANNUAL RENEWED MEASURE M ("M2") ELIGIBILITY SUBMITTAL TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY

RECOMMENDED ACTION: 1. Approve the Renewed Measure M ("M2") Seven-Year Capital Improvement Program for Fiscal Years 2023-24 through 2029-2030. 2. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, CONCERNING THE STATUS AND UPDATE OF THE CIRCULATION ELEMENT, AND THE MITIGATION FEE PROGRAM FOR THE MEASURE M ("M2") PROGRAM. 3. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, CONCERNING THE STATUS AND UPDATE OF THE PAVEMENT MANAGEMENT PLAN FOR THE MEASURE M ("M2") PROGRAM. 4. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, CONCERNING THE UPDATE OF THE LOCAL SIGNAL SYNCHRONIZATION PLAN FOR THE MEASURE M ("M2") PROGRAM. 5. Authorize the Director of Public Works to forward all eligibility requirements including the approved Renewed Measure M ("M2") Seven-Year Capital Improvement Program to the Orange County Transportation Authority ("OCTA").
 

16.

ADOPTION OF LIST OF PROJECTS FUNDED BY SENATE BILL 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT

RECOMMENDED ACTION: 1. Approve Senate Bill 1: The Road Repair and Accountability Act Project List forms for Fiscal Year 2023-24. 2. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, CONCERNING THE LIST OF PROJECTS FOR FISCAL YEAR 2023/24 FUNDED BY SB1: THE ROAD REPAIR AND ACCOUNTABILITY ACT. 3. Authorize the Director of Public Works to forward the Fiscal Year 2023-24 project list to the California Transportation Commission, as required under Road Repair and Accountability Act of 2017.
 

17.

CONSIDERATION OF CONTRACTUAL SERVICES AGREEMENTS WITH THE LAKE FOREST CHAMBER OF COMMERCE

RECOMMENDED ACTION: 1. Approve a Contractual Services Agreement between the City of Lake Forest and Lake Forest Chamber of Commerce for Business Development and Attraction services in the amount of $27,000 for Fiscal Year 2023-24. 2. Authorize the Mayor to sign, and the City Clerk to attest, the Contractual Services Agreement between the City and the Lake Forest Chamber of Commerce. 3.  Provide direction for a potential Pilot Agreement between the City of Lake Forest and the Lake Forest Chamber of Commerce for specific events and services for Fiscal Year 2023-24.
 

18.

CONSIDERATION OF ADDITIONAL FUNDING TO SUPPORT THE AFFORDABLE HOUSING ACQUISITION AND CONVERSION OR REHABILITATION PROJECT

RECOMMENDED ACTION: 1. Authorize the City Manager to issue a new Exclusive Negotiation Agreement in the amount of $1,832,703 and resume negotiations with Families Forward. 2. Authorize the City Manager to sign, and the City Clerk to attest the Exclusive Negotiation Agreement and any other relevant documents to progress the project. 3. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING THE 2021-23 OPERATING BUDGET; AMENDING APPROPRIATIONS FOR FISCAL YEAR 2022-23.
