NOTICE: Pursuant to Lake Forest Municipal Code Section 2.04.010, Regular Meetings of the City Council are held the First and Third Tuesday of each month at the hour of 5:30 p.m. for Closed Session matters, if required. The Public Session of the meeting shall commence at 6:30 p.m. or as soon thereafter as possible. Special Meeting times may be held at a different time and date as listed on the Agenda.

AGENDA ON THE INTERNET: The Agenda and staff reports are available through the Internet at www.lakeforestca.gov.

AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice to members of the public of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.


AGENDA ON SOCIAL MEDIA: This meeting will be streamed through Facebook Live. The City provides the Facebook Live stream as an additional service to the public.  However, the City cannot guarantee that its network and/or the site will be uninterrupted.  The City is not responsible for any interrupted service.  To ensure that the City Council receives your comments, you may attend the meeting in-person or submit written comments to the City Clerk prior to the meeting.

SPECIAL NOTICE REGARDING PUBLIC PARTICIPATION AND COMMENT DURING CORONAVIRUS (COVID-19) PANDEMIC:

EXECUTIVE ORDER
: On March 4, 2020, Governor Newsom proclaimed a State Emergency in California as a result of the threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which allows a local legislative body to hold public meetings via teleconferencing and to make public meetings accessible electronically to all members of the public seeking to observe and address the local legislative body. Pursuant to Executive Order N-29-20, please be advised that the City of Lake Forest City Council may participate at meetings by teleconference.

PUBLIC PARTICIPATION: Pursuant to Executive Order N-29-20 and given the current health concerns, members of the public can access meeting live or on our website at
www.lakeforestca.gov or provide public comment as provided below.


DISCLAIMER: As of August 23, 2020, Orange County was removed from the state’s watch list. Should Orange County remain off the watch list on Tuesday, September 1, 2020, the City Council meeting will be open the public with socially distant seating in the City Council Chambers. Should Orange County be placed back on the State’s watch list, the Council Meeting will be closed to the public.

PUBLIC COMMENT PRIOR TO THE MEETING: Members of the public may submit e-comments to [email protected]. E-comments will not be read at the meeting. To ensure staff receives all comments prior to the City Council meeting, please submit email comments no later than 5:00 p.m. the day of the meeting. Email comments received will be uploaded to the agenda packet and made part of the official public record of the meeting.

At this time, members of the public may address the City Council regarding any items listed on the Closed Session agenda.  No action may be taken on items not listed on the agenda unless authorized by law.  Comments shall be limited to three minutes per person.
Any person wishing to address the City Council on a Closed Session matter is requested to complete a "Request to Speak" form available at the door.  The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council.
Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally.

PRESENTATION FROM THE ORANGE COUNTY HOUSING FINANCE TRUST

RECOMMENDED ACTION: Receive a presentation from the Manager of the Orange County Housing Finance Trust.
 

PUBLIC COMMENTS: 

At this time, members of the public may address the City Council regarding any items within the subject matter jurisdiction of the City Council. No action may be taken on items not listed on the agenda unless authorized by law. Comments shall be limited to three minutes per person and an overall time limit of thirty minutes for the Public Comments portion of the agenda.

Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a "Request to Speak" form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council.

THE RELOCATION PLAN FOR THE MOUNTAIN VIEW AFFORDABLE HOUSING COMMUNITY LOCATED AT 24551 RAYMOND WAY

RECOMMENDED ACTION: Adopt a resolution entitled “A Resolution of the City Council of the City of Lake Forest, California, Approving the Relocation Plan for Mountain View Affordable Housing Community Located at 24551 Raymond Way (Portion of APN 617-441-02).”

ADOPTION OF ORDINANCE NO. 337 RELATED TO APPROVING ZONE CHANGE 12-19-5329

RECOMMENDED ACTION: 1. Conduct Second Reading of Ordinance No. 337 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, APPROVING ZONE CHANGE 12-19-5329, CHANGING THE ZONING OF THE PROPERTY LOCATED AT 24551 RAYMOND WAY FROM PA- PROFESSIONAL AND ADMINISTRATIVE DISTRICT TO R2- MULTIFAMILY DWELLINGS DISTRICT (PORTION OF APN 617-441-02); 2. Adopt Ordinance No. 337.

CERTIFICATION OF WARRANT REGISTER

RECOMMENDED ACTION: Approve the warrant register in the amount of $9,067,544.44 as submitted.
 

PUBLIC HEARING(S): 

Public Hearings are scheduled for a time certain of 6:30 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Open the Public Hearing. 2. Receive staff report. 3. Accept public testimony. 4. City Council comments and questions. 5. Take appropriate action. Those wishing to address the City Council during the Public Hearing must complete a "Request to Speak" form and provide it to the City Clerk prior to the hearing.

REGISTRATION FEE FOR THE KIDS FACTORY PROGRAM

RECOMMENDED ACTION: Adopt a resolution entitled, “A Resolution of the City Council of the City of Lake Forest, California, Updating the City’s Master Fee Schedule.”

9.

CONTINUED DISCUSSION REGARDING PROCEDURAL, POLICY, AND LEGAL CONSIDERATIONS REGARDING POSSIBLE DEVELOPMENT OF NORMANDALE PARK SITE

RECOMMENDED ACTION: Exercise City Council discretion to provide direction regarding the future use of the Normandale Park Site.

2019-21 CAPITAL IMPROVEMENT PROJECTS MID-CYCLE UPDATE AND BUDGET AMENDMENT

RECOMMENDED ACTION: 1. Approve an amendment to the 2019-21 Capital Improvement Projects Budget to add five new capital projects and adjust the budget of six existing projects, three from FY 2019/20 and three from FY 2020/21. 2. Adopt a resolution entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING THE CAPITAL IMPROVEMENT PROJECTS BUDGET FOR 2019-21 3. Approve Carryover of $53,238 in revenues.

COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PROGRAM – FISCAL YEAR 2019-2020 ANNUAL ACTION PLAN AMENDMENT FOR UPDATES TO THE SMALL-BUSINESS COVID-19 RELIEF GRANT PROGRAM.

RECOMMENDED ACTION: Approve a draft amendment to the Community Development Block Grant ("CDBG") Program Fiscal Year 2019-2020 Annual Action Plan for updates to the Small-Business Assistance COVID-19 Relieve Grant Program, including reallocation of funds to Urgent Need expenditures, amended Small-Business COVID-19 Relief Grant Program Guidelines, and a new Urgent Need Grant Program and corresponding Program Guidelines.

RESOLUTION OPPOSING PROPOSITION 15 ON THE NOVEMBER 3, 2020 BALLOT

RECOMMENDED ACTION: Adopt a resolution entitled: "A Resolution of the City Council of the City of Lake Forest, California, Opposing Proposition 15, known as the Tax on Commercial and Industrial Properties for Education and Local Government Funding Initiative, for Consideration on the November 3, 2020 Ballot."
 

CITY MANAGER'S REPORT: 

At this time, the City Manager may comment on agenda and non-agenda items; and report on items of interest to the City Council and community.

At this time, City Council Members may comment on agenda or non-agenda matters. No discussion may take place on any item not appearing on the posted agenda. Council Members may ask a question for clarification, respond to statements made or questions posed by the public, make a brief announcement, or make a brief report on his or her own activities. In addition, the City Council may refer to staff or other resources for factual information, request staff to report back at a subsequent meeting or direct staff to place a matter of business on a future agenda.
